Verdict - This card is almost great, but lacks bonus categories outside of gasoline. If you are only concerned about getting great gas rewards, try the PenFed Platinum CashBack and American Express Blue Cash, both of which are unequivocally better rewards cards for gas.
The most obvious limitation of the Lukoil - Getty card is that you can only get 4% back at Lukoil or Getty stations. This is unnecessarily confining because there are cards that get you 5% back at all gas stations (except Costco & Wholesalers), on top of other rewards, namely the PenFed Platinum CashBack and American Express Blue Cash.
Another thing to consider is that Lukoil and Getty are not the cheapest gas stations, so you may be better off pumping cheaper gas at an alternate location rather than earning 4% rewards at Lukoil and Getty. Therefore we have to conclude that you should not get this credit card despite the great 4% rewards rate, because there are better options out there.
