1. San Juan, Puerto Rico
San Juan was noted as having the cheapest vacation package price for hotel and airfare by CheapTickets, which surveyed prices for average hotel and airfare packages, daily hotel rates and round-trip airfare for Jan. 1 to March 31, 2019.
